This image is of an Indianapolis-built National Motor Vehicle Company racer with Johnny Aitken at the wheel. I believe this image is the larger view to a cropped version that appeared in the same newspaper a week earlier on May 7. If so, the man sitting beside Aitken is 1919 Indianapolis 500 winner Howdy Wilcox who served as riding mechanic.
